Service Update: The End of (An) E.R.A.

The third quarter of 2025 marked the end of federal Emergency Rental Assistance (ERA) funding at Tenant Resource Center. Over the course of the COVID-19 pandemic, Dane County received substantial amounts of financial assistance targeted towards renters impacted by the pandemic and the financial hardships that ensued. These funds provided many renters a much-needed reprieve during a time of economic struggle.

Service Update: EDDP Services in Q4 2025 and Beyond

As discussed elsewhere in our Q3 2025 report, federal Emergency Rental Assistance (ERA) funding ended on September 30, 2025. ERA funding previously made up the Eviction Diversion and Defense Partnership’s (EDDP’s) largest source of funding. As a result, in the final quarter of 2025, Tenant Resource Center is shifting some of the services offered under the EDDP for tenants in Dane County. Some of the EDDP’s services are continuing unchanged, while others are new.

Services Notice: Updates to ERA Wind-Down

Over the coming months, the largest portion of funds for the EDDP will continue to wind down. As a recap, the EDDP’s largest source of funding comes from federal Emergency Rental Assistance (“ERA”) funds. Locally, these funds have been utilized to provide rental assistance through the CORE 1.0, CORE 2.0, and EDDP programs.

Services Notice: ERA-Funded Program Winding Down

The largest portion of funds for the EDDP come from federal Emergency Rental Assistance (“ERA”) funds. ERA was established by the Consolidated Appropriations Act of 2021 and then was expanded by the American Rescue Plan Act of 2021, providing a total of $46 billion in COVID-related support for eligible renters and landlords. Locally, these funds were utilized to provide rental assistance through the Tenant Resource Center, commonly referred to as CORE 1.0, then later expanded to include other organizations providing assistance as CORE 2.0.
