Services Spotlight: Lessons Learned from Early COVID-19 Rental Assistance Programs

Over the course of the pandemic, Dane County received substantial amounts of financial assistance targeted towards renters impacted by COVID-19 and the financial hardship that ensued. These funds provided many renters a much needed reprieve during a time of economic struggle. However, in addition to their tangible benefits for tenants and landlords, these funds also provided opportunities to evaluate methods of providing large scale emergency rental assistance here in Dane County.

In 2024, the Tenant Resource Center provided financial assistance on behalf of 1,370 households in Dane County for a total of $10,128,291.95. Of this total, $9,958,908.41 (98%) was funded by federal Emergency Rental Assistance (“ERA”) funds, with the remaining coming from local government resources, other federal funds, or funds raised from donors by the Tenant Resource Center.

The Tenant Resource Center and EDDP provide a wide variety of services to landlords and tenants, whether they’re currently facing eviction or simply have questions about their rights and responsibilities. In previous articles, we’ve discussed these services in detail (see “An Overview of the EDDP’s Services” and “New Partnerships in Sun Prairie” from our 2023 Year End Report for more details). However, this article highlights all of the services provided by our staff from the point an eviction action is filed in court up until the first hearing date.

Tenants connect with Tenant Resource Center’s staff about an eviction by dropping into one of our office spaces, calling us, receiving information from us about an eviction filing, seeing us in the community at an event, or meeting with us at court. In 2023 alone, we connected with tenants on all of the 2,437 eviction filings over the year. All of our services are available in English and Spanish.
