ERA was established by the Consolidated Appropriations Act of 2021 and then was expanded by the American Rescue Plan Act of 2021, providing a total of $46 billion in COVID-related support for eligible renters and landlords. Locally, these funds were utilized to provide rental assistance through the Tenant Resource Center, commonly referred to as CORE 1.0, then later expanded to include other organizations providing assistance as CORE 2.0. In 2024, the Tenant Resource Center provided financial assistance on behalf of 1,370 households in Dane County for a total of $10,128,291.95. Of this total, $9,958,908.41 (98%) was funded by federal Emergency Rental Assistance (“ERA”) funds, with the remaining coming from local government resources, other federal funds, or funds raised from donors by the Tenant Resource Center. This destabilizing, traumatic, and harmful scenario is distressingly too common in Dane County: 471 households have had writs issued against them since 2023, accounting for roughly 13% of all evictions filed during this period.
