More renters faced eviction in Dane County this past year than at any point in the past decade. Landlords filed for 2,656 evictions in 2024, a 9% jump from the prior year, which itself saw a record-setting number of evictions.

Services Notice: ERA-Funded Program Winding Down

The largest portion of funds for the EDDP come from federal Emergency Rental Assistance (“ERA”) funds. ERA was established by the Consolidated Appropriations Act of 2021 and then was expanded by the American Rescue Plan Act of 2021, providing a total of $46 billion in COVID-related support for eligible renters and landlords. Locally, these funds were utilized to provide rental assistance through the Tenant Resource Center, commonly referred to as CORE 1.0, then later expanded to include other organizations providing assistance as CORE 2.0.

Services Spotlight: 2024 Financial Assistance In Review

In 2024, the Tenant Resource Center provided financial assistance on behalf of 1,370 households in Dane County for a total of $10,128,291.95. Of this total, $9,958,908.41 (98%) was funded by federal Emergency Rental Assistance (“ERA”) funds, with the remaining coming from local government resources, other federal funds, or funds raised from donors by the Tenant Resource Center.

Issue Spotlight: Section 8 Termination and Eviction

Section 8 housing vouchers are vital benefits for low-income individuals and families. Tenants with vouchers generally pay a third of their income on rent. The United States Department of Housing and Urban Development (“HUD”), which administers the program nationally, pays the landlord the remaining balance.

Overview: Eviction in Dane County for Q3 2024

New eviction filings increased significantly in Dane County this past quarter. Landlords filed for eviction 702 times against 689 unique households between July 1st and September 30th, an 18 percent increase from the previous quarter and the most filed since at least the start of 2021.

Issue Spotlight: Writs of Restitution
This article comes from our Q3 2024 EDDP report, which you can view here.A landlord receiving a writ of restitution is among the worst outcomes for a tenant in eviction court, as it authorizes a sheriff deputy to forcefully remove the tenant and their possessions from their home. This destabilizing, traumatic, and harmful scenario is distressingly too common in Dane County: 471 households have had writs issued against them since 2023, accounting for roughly 13% of all evictions filed during this period.
